South Albion-Bolton Community Plan

The South Albion-Bolton Community Plan Study deals with population and employment forecasts to 2031 in Caledon and South Albion, the need for employment land, and the commercial policy framework in Bolton. The policies, population and employment numbers and land use plan developed through the South Albion-Bolton Community Plan Study will be included in the Town’s Official Plan to guide future growth and development.

Study Terms of Reference

The Study will be undertaken following the Work Program outlined in the General Terms of Reference that was adopted by Caledon Council in 2004.  Detailed Terms of Reference for the three sub-component studies dealing with population, employment land and commercial policies were adopted by Council in 2005. The Town has retained a team of consultants who are currently working on Phase 3 of the South Albion-Bolton Community Plan Study. Public consultation opportunities are being planned at key points in the Study process. Community Meeting No.1 June 27, 2005

In response to comments made at the Community Meeting, two land use options have been developed in addition to the six options shown on June 27. The new options 7 & 8 show residential development south of Healey Road. Maps of options 7 & 8 are provided below.

Community Meeting No. 2, September 19, 2005

The second community meeting was held on September 19, 2005.  This meeting focused on the population and employment forecasts to the year 2031 for the Town of Caledon and the allocation of population growth to the various communities in Caledon.  The presentation notes and questionnaire from the September 19, 2005 community meeting are provided below.

Provincial Planning Initiatives

The Provincial Government has enacted or released for consultation a number of policy initiatives that will affect the South Albion-Bolton Community Plan Study.

Provincial Policy Statement, 2005
The Provincial Policy Statement (PPS) sets out the Provincial interests in land use planning and development and provides policy direction on matters of provincial interest. According to the latest version of the PPS that came into effect on March 1, 2005,  planning decisions must now “be consistent with” the new PPS.
The new PPS and related background information can be obtained from the Ministry of Municipal Affairs & Housing.

Greenbelt Plan
The provincial Greenbelt Plan was put in place through the Greenbelt Act that was passed by the Ontario legislature on February 24, 2005. The Greenbelt Plan was deemed to be in effect as of December 16, 2004.

The Greenbelt Plan defines a protected area that includes the areas within the Niagara Escarpment Plan, the Oak Ridges Moraine Conservation Plan and a new Protected Countryside area. The Greenbelt Plan contains policies for land use and environmental protection within the Protected Countryside, while the policies of the Niagara Escarpment Plan and the Oak Ridges Moraine Conservation Plan will continue to apply in those areas.
The Greenbelt Plan and mapping of the Greenbelt can be obtained from the Ministry of Municipal Affairs & Housing.

Places to Grow: Draft Growth Plan for the Greater Golden Horseshoe
The Provincial Government issued a Draft Growth Plan for the Greater Golden Horseshoe called “Places to Grow: Better Choices. Brighter Future” in February 2005. The Draft Growth Plan indicates the anticipated growth in the Greater Golden Horseshoe and directs where and how this growth is to occur. The Draft Growth Plan and other related materials can be obtained from the Ministry of Public Infrastructure Renewal.

The Town of Caledon has submitted comments to the Province regarding the February 2005 and the November 2005 versions of the Draft Growth Plan and on an earlier version released in the summer of 2004:
