As the liaison between Council and staff, the CAO and
Clerk ensure Council directives are carried out.

Chief Administrative Officer
The Chief
Administrative Officer (CAO) assists Council to achieve its objectives by
coordinating the advice and activities of Town staff. The CAO is the senior municipal
staff member, and develops long-term corporate objectives to improve the municipality’s
effectiveness, efficiency and economy while also representing the municipality
on matters involving the Province of Ontario, Greater Toronto Area, Region of Peel,
and other intergovernmental affairs.

Town of Caledon
Doug Barnes has an extensive public service career
in the Town of Caledon and in four provincial ministries: Municipal Affairs and Housing, Public
Infrastructure Renewal, Environment and Finance.
Doug’s current role as Chief Administrative Officer of the Town of Caledon
started in November 2007. As CAO he is
responsible for the administration of all Town departments and providing direct
support to the Mayor and Council.
From 2004 to 2007 he built a new housing division in the Ministry of Municipal
Affairs and Housing and led the reform of the old Tenant Protection Act to
become the new Residential Tenancies Act,
2006. His responsibilities included
carrying out the government’s commitment to create 20,000 affordable housing
units and implement the rest of the new Canada-Ontario Affordable Housing
Agreement. His division spent about a
year negotiating the new agreement, which was signed in April 2005.
Before taking on the role of building a new Housing Division, Doug led the
government’s evaluation
and policy response to the Walkerton Inquiry, a file that involved leading
major consultations and policy development on source water protection. The
results were the Safe Drinking Water Act, the Sustainable Sewer and Water Act
and the Nutrient Management Act.
Doug is a graduate of York University in economics and
political science.
Director of Administration/Town Clerk
The Town Clerk’s office is responsible for statutory
duties sanctioned by the Province; responding to requests under the Municipal Freedom of Information and
Protection of Privacy Act; managing the Town’s records including Council
agendas/minutes and by-laws; acting as
secretariat to Council and its committees, and all follow-up necessary to
effect decisions of Council.
The Clerk is the returning officer for municipal
elections.
