Results

Thank you to everyone who participated in the public information meetings.  All information collected during the engagement process has been used to inform us on the latest draft policies. 

We presented a memorandum of the findings to Caledon’s Planning and Development Committee on June 18, 2019.  The memorandum was an update for Council and no decisions were made at this time.  The proposed policies reflect what we heard on compatibility and balance of agricultural and residential uses, density and land use (including cluster estate residential).  Many of the proposed changes are housekeeping in nature. 

The policies did not move forward for Council approval at this time. Consideration will be made to incorporate the policies in the Town’s Official Plan in 2022, when the new Town Official Plan 2041 is brought forward for approval to Council.

Overview

The purpose of the Palgrave Estate Residential Community Policy Review is to ensure that the policy framework is consistent with guiding Provincial/Regional policy. It is anticipated that the study will result in a proposed Official Plan Amendment. The study will also consider environmental constraints, servicing policies and broader community planning principles.

Community Engagement

Community Information Meeting 1

The first public information meeting was held on June 1, 2017 at the Caledon Equestrian Park. The presentation materials included:

The purpose of the public information meeting was to officially launch the Palgrave Estate Residential Community Policy Review.  The meeting was an opportunity to learn about the issues/themes being investigated and understand the study area and timeline.  Town Staff and WSP were available to answer questions.  

The evening also included an interactive session in which the attendees were asked to describe current community values using words and whether these same community values would apply in the future. Participants worked in a small group to indicate their preferences.

The information gathered by the consultants will support the policy review and study recommendations.

Discussion Paper

The Discussion Paper is the first deliverable prepared in association with this policy review process. Some topics addressed in the paper include:

  • Initial geographic and historical development context regarding the Palgrave Estate Residential Community.
  • Summary of the relevant current policy and regulatory framework.
  • Key issues/opportunities and themes to be considered based on the background review and consultation.

Community Information Meeting 2

A second public information meeting was held on February 8, 2018, at the Caledon Equestrian Park. The presentation materials included:

The purpose of the meeting was to provide a project status update on the Palgrave Estate Residential Community Policy Review. The meeting was held in an open house format with presentation boards. Participants had an opportunity to speak directly to staff about project themes and next steps.

Community Information Meeting 3

A Public Meeting was held Tuesday, June 26, 2018 to consider proposed modifications to the Town of Caledon’s Official Plan.
