Some businesses in Caledon require a licence. We licence adult entertainment facilities, taxi and limousine services, food & refreshment vehicles, temporary restaurant patios and donation boxes.

Taxis and limousines

There are a variety of different taxi and limousine licences required to own and operate these services in Caledon. All taxi and limousine licences expire annually on October 31. Review the different licence requirements.

Do you own a food truck, ice-cream truck or other food or refreshment vehicle? You need to get a licence in order to own and operate the vehicle. Before applying for the licence, you need to get an inspection from the Region of Peel Health Department. Applications and required supplementary documents may be submitted via email to enforcement@caledon.ca or in person. Special Event Food & Refreshment Vehicle Licence

This licence is for individuals who have a food & refreshment vehicle and are only intending on operating at special events in Caledon. In this case, the Special Event Food & Refreshment Vehicle Licence can be used for up to 3 special events in the calendar year. If the vehicle will be operated at more than 3 special events, then an Operator, Vehicle and Attendant Licence will be required.

Restaurant Patios

If you would like to set up a temporary patio adjacent to your restaurant business, you need to get a licence. The patios are permitted during the patio season of May 1 to October 31 and can be placed on either private property or on a sidewalk in Downtown Bolton. To get a Patio License, you need to:

Please ensure that you are in possession of the following documents based on your patio type before you proceed:

Private Property Patio
  • Sketch of proposed temporary patio including the following:
    • location and dimensions of the proposed temporary patio and its entrances and exits;
    • location and use of the adjacent buildings and their entrances and exits;
    • the number of parking spaces to be occupied by the temporary patio;
    • location and dimensions of any enclosures, umbrellas, tents or awnings;
    • location of tables, chairs and other furniture and installations.
  • Certificate of Commercial General Liability Insurance naming the Town as an additional insured, having an inclusive limit of no less than $2,000,000 per occurrence
    • Where alcohol is to be served on the temporary patio, the minimum coverage shall be increased to $5,000,000 per occurrence
  •  Copy of the AGCO liquor licence if alcohol will be served on the patio
  • Authorization from the Property Owner(s) if the Applicants is the tenant
Sidewalk Patio
  • Sketch of proposed temporary patio including the following:
    • location and dimensions of the proposed sidewalk patio and its entrances and exits;
    • location and use of the adjacent buildings and their entrances and exits;
    • the number of parking spaces to be occupied by the sidewalk patio;
    • location and dimensions of any umbrellas, awnings or canopies;
    • location of tables, chairs and other furniture and installations;
    • width and length of the sidewalk occupied;
    • location, dimensions and construction material to be used for the boundary fence;
    • location of municipal and regional services within or adjacent to the proposed sidewalk patio;
  • location of proximate transit stops and amenities; and
  • location of trees within or adjacent to the proposed sidewalk patio.
  • Certificate of Commercial General Liability Insurance naming the Town as an additional insured, having an inclusive limit of no less than $2,000,000 per occurrence
    • Where alcohol is to be served on the temporary patio, the minimum coverage shall be increased to $5,000,000 per occurrence
  •  Copy of the AGCO liquor licence if alcohol will be served on the patio
  • Authorization from the Property Owner(s) if the Applicants is the tenant
  • Signed consent letter from adjacent business owners to support the proposed pedestrian by-pass being constructed within any on-street parking

Private Transportation Companies (PTCs)

All Private Transportation Companies (PTCs) are required to be licensed if their drivers are accepting trip requests in the Town. PTC Licences are valid for one year and expire 12 months after the date of issuance.

To get a PTC Licence, you need to:

A licensed PTC is also required to provide on a quarterly basis, payment of $0.22 per trip.

PTC Driver

Drivers accepting trip requests on the PTC's platform (app) are NOT required to apply for a licence with the Town. During the registration process with the PTC, PTCs are required to ensure each driver:

  • is at least 18 years of age;
  • submits a Criminal Record Check dated with 365 days that satisfies the Threshold Policy of the Business Licensing By-law;
  • submits a Drivers Abstract dated with 365 days that satisfies the Threshold Policy of the Business Licensing By-law;
  • submits a vehicle permit that shows the PTC vehicle is no more than 10 years old; and
  • submits a valid Safety Standards Certificate or Annual Inspection Certificate.

PTC Vehicle Inspections

Although inspections of PTC vehicles are not required as part of the licensing process, Municipal Law Enforcement Officers can perform random inspections of these vehicles. These Officers are identified by their uniforms and Town of Caledon vehicles, and will provide their name and badge IDs. These inspections are used to ensure a safe and transparent driving experience for passengers and driver.

The vehicle must:

  • be registered on the PTC app;
  • be no more than 10 years old;
  • have a PTC Identifier (logo provided by PTC) clearly displayed on the rear passenger side window; and
  • not have any roof light or markings that have the effect of making the vehicle look like a taxicab.

Drivers must:

  • be registered on the PTC app;
  • only provide services through the PTC app (no street hails);
  • produce valid insurance that meets the requirements of the By-law; and
  • submit the vehicle for inspection when directed to do so by an Officer.

Kennels

Any business where more than 3 dogs are kept for breeding or boarding services is considered a kennel business. 

Before you register

Applicants seeking to establish the use defined as Animal Kennel, (Animal Kennel, means a building, structure or premises used for the raising, boarding, grooming and sale of dogs, cats or other household pets in accordance with the Town’s Animal Control By-law.), shall be subject to the planning process, which may include an Official Plan Amendment (OPA), Zoning By-law Rezone (ZBL) or a Minor Variance (MV) through the Committee of Adjustment.

Applicants are advised to review the processes and procedures required to seek relief from the Zoning By-law, 2006-50, as amended, Town of Caledon here Zoning - Town of Caledon and apply for an inquiry meeting here Development Applications - Town of Caledon.

Inquiry meetings are free of charge, held virtually and allow staff to identify the required approvals/applications to facilitate your request. This is also an opportunity for staff to explain the Town’s planning policies which apply to the lands. From the date of submission to the date of the meeting, it is typically a 3-week timeframe.

Please note that you will require a site plan and cover letter to request this meeting. Once the approval has been granted you can now apply for a Kennel Licence.

Kennel Facility Inspection

Once an Operator licence has been issued, an inspection of the kennel facility will be required to be completed by a Municipal Law Enforcement Officer to ensure the facility meets the requirements of the By-law (see page 22 of the By-law).
