The Town of Caledon Official Plan calls for the preparation of a Rehabilitation Master Plan (RMP) for areas with a high concentration of mineral aggregate operations.

There are 10 such areas in the Town:

mapThe Belfountain and Caledon sand and gravel resource areas have been chosen as the first areas to undergo the RMP process (see Areas 5a and 6a in the map below). There are 15 licensed pits within Areas 5a (3 licenses) and 6a (12 licenses), each having a Site Plan that defines its rehabilitation requirements approved under the Aggregate Resources Act (ARA). As the Town is proposing a geographically broad and comprehensive approach to the rehabilitation of these pits, lands adjacent to Areas 5a and 6a will be fully considered to explore opportunities for compatibility of land uses, linkages and connectivity to both natural and manmade amenities.

How the RMP Will be PreparedPhases

The Town commenced work to prepare the RMP for Areas 5a and 6a in 2016 in a two-phased process.

  • Phase 1 involves engagement activities with key stakeholders to obtain information and to develop a Terms of Reference for the preparation of the model Rehabilitation Master Plan.
  • Phase 2 includes the development of the actual Rehabilitation Master Plan for Areas 5a and 6a.

The RMP process will include a range of consultations as detaild below. The consultation process is organized into three parts with each meeting building on the information and feedback shared from the previous phase.

Community Liaison Committee (CLC)

The CLC is a non-political advisory group that provides feedback, guidance and advice to the Project Team at key points in the RMP process. Members of the CLC will include representatives of a variety of background, balance of views and interests in the Master Plan development.

A CLC Terms of Reference and application form was developed and shared with approximately 40 organizations prior to the first CLC meeting held on November 29, 2018. Two additional CLC meetings are planned for 2019.
