Caledon’s 2023-2035 Strategic Plan is a plan for everyone. Informed by contributions from the community, Council and staff, it is a plan that represents the qualities of Caledon we want to maintain as we grow, and what we commit to doing to offer the best of rural and urban life for current and future residents, businesses and visitors.

What is the Strategic Plan?

Caledon’s Strategic Plan defines Town priorities and guides decision making for the next 12 years. As a key direction setting document, the Plan informs budget allocation, project selection and advocacy efforts.

The Strategic Plan is comprised of six components:

1. Vision

A statement of the desired future state of our community. It answers the question, “What is the municipality working towards?”.

2. Guiding Principles

A fundamental value that informs the Town's decision-making and actions. They answer the question, “What must the Town ensure in doing this work?”.

3. Priorities

The areas of focus within the Strategic Plan that is most important for delivering on our vision: enhanced transportation and mobility, environmental leadership, community vitality and livability, and service excellence and accountability.

4. Outcomes

The impact that the Town wants to see in a specific priority area. Outcomes answer the question, “What is the desired result of the activity?” There are 15 Outcomes within the Strategic Plan and they have a 12-year outlook.

5. Actions

The specific steps planned to make progress towards outcomes. Actions answer the question, “How will the Town get there?”. Actions are specific to the current term of Council For this term of Council, there are 55 actions.

6. Measures

Measures help track progress towards actions and outcomes. They answer the questions, “How is the Town doing?” and “Is the Town better off?”. Measures ensure that the Town delivers on its actions and is driving the desired result of actions in each priority. Why are strategic plans important?

The Strategic Plan is important because it:  

  • aligns Council and staff behind a common set of outcomes for the community;

  • assists in prioritizing resources (time and money) in order to improve value;

  • maps out activities required to achieve goals beyond one term of Council; and 

  • provides a tool and specific measures the Town can use to hold itself accountable.

Who participated in the development of the Strategic Plan?

We heard from you! With over 4,600 visits to our Have Your Say Strategic Plan webpage, over 600 submissions to our online surveys and idea board, engagement with over 30 activities and input from residents of various agesgendersracesincomes and wards, the 2023-2035 Strategic Plan was made by Caledon, for Caledon. 

In addition to community input from residents, businesses, schools, community groups, etc., Council and Town staff also helped develop the Strategic Plan.

How is the plan being implemented? 

Each term of Council, a new set of actions will be proposed to advance the outcomes in each priority area. These actions form the basis of the Town’s budget and guide staff in their work.

How is the plan being measured?

The Strategic Plan is being measured with data insights compiled in accordance with World Council on City Data’s ISO 37120 (Indicators for Sustainable Cities) since 2022. This compliance means that Caledon’s data is of the highest quality and in conformity with globally standardized definitions and methodologies. 

In May 2023, we launched our interactive Strategic Plan Dashboard that aligns the WCCD measures with the outcomes in our Strategic Plan.

Using the interactive dashboard, the Town of Caledon can make evidence-based decisions and set achievable targets that will ensure continued progress and accountability for deliverables in the Strategic Plan.

In addition, updates on the status of actions will be shared through the interactive dashboard and will be presented to Council annually.

In January 2024, the Town of Caledon was awarded its second platinum level certification from the World Council on City Data for the implementation of ISO 37120 (Indicators for Sustainable Cities) standards.
