Development charges are new fees paid by developers to help cover the initial capital cost of infrastructure required to accommodate service growth. This infrastructure may include roads, sidewalks, recreational facilities, libraries, parks, fire stations and other infrastructure needed to support complete communities.

What are Development Charges?
Development charges are fees paid by developers to help cover the capital cost of infrastructure required to accommodate growth. This infrastructure may include roads, sidewalks, recreational facilities, libraries, parks, fire stations and other infrastructure needed to support complete communities.
When do Development Charges apply?
Under the Development Charges Act, 1997 (DCA) section 2, development charges are charged for development that requires approval under the:
  • Planning Act for a zoning by-law amendment, a minor variance, a conveyance of land, approval of a plan of subdivision or consent under section 53.
  • Condominium Act for the approval of a description under section 9, or
  • Building Code Act for the issuing of a permit in relation to a building or structure.

The DCA has also specified that the following developments do not incur development charges.

  • The enlargement of an existing dwelling unit (i.e. adding additional gross floor area to a residential home, as long as additional dwelling units are not created),
  • The creation of additional dwelling units (depending on the number created) in existing and new residential buildings, subject to limitations under the DCA.
  • Non-profit housing as defined in the DCA.
  • Expansion of existing industrial developments, for attached enlargements where the gross floor area is expanded by 50% or less.
  • Municipalities or a board as defined in subsection 1(1) of the Education Act.

Development charges are also not applicable to interior renovation building permits unless the renovation is for the purpose of a change of use (between development types), or additional non-residential gross floor area is added.

What is the current Development Charge rate?

Town of Caledon rates change semi-annually on February 1 and August 1, using the Statistics Canada Construction Price Index as a guide. The total development charge is made up of the Town, Region of Peel, Go Transit and School Boards' charges. Who collects the Development Charge and how is it dispersed?

The Town collects and disperses Development Charges to the Region of Peel, Go Transit, Peel District School Board and Dufferin Peel Catholic District School Board.

Area-Specific Development Charges By-law Amendment - Simpson Road Phase 2

The Town of Caledon has put into effect an amendment to Area-Specific Development Charges By-law (By-law 2022-068 amending 2020-78) for Simpson Road Phase 2, which was passed by Town Council on July 19, 2022 in accordance with the Development Charges Act 1997, S.O. 1997 c.27. This By-law is to impose and provide for the payment of Area Specific Development Charges for Roads and Related Services on Simpson Road (Phase 2 - from George Bolton Parkway to 125 metres North).

Town-wide Development Charge Background Study and By-law – 2021 Update

The Town of Caledon has put into effect its amendment of the Town-wide Development Charges By-law (2021-65), which was passed by Town Council on July 13, 2021 in accordance with the Development Charges Act 1997, S.O. 1997 c.27. The by-law is an amendment of Town of Caledon By-law 2019-31 and applies to all lands within the Town of Caledon. The updated Town-wide Development Charge background study (including addendum) and by-law have been amended to bring it into conformity with the recently legislated changes to the Development Charges Act.

Our rates change semi-annually on February 1 and August 1, using the Statistics Canada Construction Price Index as a guide. Your total development charge is made up of the Town, Region, Go Transit and School Boards' charges. We collect and remit your charges to the Region, Go Transit, Peel District School Board and Dufferin Peel Catholic District School Board.

For a single/semi/duplex dwelling, the full Regional development charge rate of $72,122.63 may be reduced to:

  • $42,193.09 (developments with water but no wastewater servicing)
  • $14,633.49 (developments with no water and no wastewater servicing)

 Green development - commercial and industrial buildings

The Green Development DC discount is a reduction to the Town’s portion of development charges paid by a property owner/developer to encourage the development of commercial and industrial buildings or structures that incorporate green technologies and/or LEED standards that result in LEED certification.

This discount is subject to a $250,000 maximum application in-take per year, as any Green DC discount provided to the property owner/developer is subsequently paid by all taxpayers via a maximum $250,000 contribution from the tax base to development charge reserves.

The development charge reserves are used to fund infrastructure projects such as roads, fire stations, public works equipment, etc. required to support growth.

Calculating development charge rates

To assist us in calculating your development charge, please complete:

Payment

For applications received by the Town prior to January 1, 2020, payment will typically be at the rate in effect on the date the building permit is issued. Any prior development charge payments made before issuance of the permit will be added together, including a top-up payment if necessary, to arrive at the current development charge rate.

Completed applications for Site Plans and Zoning Amendment that were received by the Town on or after January 1, 2020, will have their development charge rates calculated based on rates effective on the date of completed application receipt.

Please make your cheque payable to the Town of Caledon and drop if off or mail it to the Town of Caledon.

Development Charge Interest Rate Policy

In accordance with Bill 108, the Town has implemented a development charge interest rate policy and by-law to apply to qualifying property development in which development charges are either payable by installment or are frozen upon site plan application or zoning bylaw application date.

Treasurer's statement

Each year, in accordance with Subsection 43 of the Development Charges Act the Treasurer is required to provide the annual development charges reserve fund statement.

The statement includes a description of services, beginning balances, ending balances and all financial transactions during the year for each fund. The statement also discloses the credit that relates to each fund and the detailed financing of each project where reserve funds were used as a financing source.
